FAR part 91.15 Dropping Objects
No pilot in command of a civil aircraft may allow any object to be
dropped from that aircraft in flight that creates a hazard to persons
or property. However, this section does not prohibit the dropping of
any object if reasonable precautions are taken to avoid injury or
damage
to persons or property.

FOR ULTRALITES
Far Part 103.9 Hazardous operations.
(a) No person may operate any ultralight vehicle in a manner that
creates a hazard to other persons or property.
(b) No person may allow an object to be dropped from an ultralight
vehicle if such action creates a hazard to other persons or property.
ARE THESE REGS THE SAME? AND IF NOT WHAT DO YOU VIEW IS THE DIFFERENCE?

Part 91 regs do not apply to Ultralights so they list essentially the same
thing in part 103 when they want it to apply to Ultralights.
