Many thanks for all the suggestions.
I emailed Jihostroj (maker) who said they stopped making this model in 2003 and wanted to see pictures of the oil leak.
MT Propellor (distributor) suggested using 2 gaskets. No metal plate is needed on this governor-engine combination.
I ended up replacing the gasket (p/n MS914401, available at Spruce and Aviall). This time I painted Perfect Seal gasket sealant on both sides of the gasket and torqued to about 125 inch pounds. After about a hour of touch and goes, it remains leak free.
I sprayed dye penetrant developer on the governor and engine to help detect the leak. Spraying through a short piece of pipe helped to limit overspray.
