Remember (probably from ground school) maneuvering speed, or Va? Below this speed an abrupt maneuver or gust will cause the wing to stall rather than suffer structural damage. Also, the lighter the weight (for a particular airplane) the lower Va becomes. For a Cessna 150M at 1600 pounds, Va is 97Kt. For the same airplane at 1300 pounds Va is only 88KT.
The design vertical gust velocity is (or at least was) pegged at 30 feet per second. There is no rule requiring thunderstorms to observe this limit.
