Pitot Tube Placement

Just bought a Piper heated pitot tube and 3 inch extension from a friend ($300). Two questions:
1. Do I need some kind of control to manage pitot heat output in additon to
an on and off switch?
2. Is placement of the pitot tube critical? I'm thinking of puting it next
to the stall warning access plate which puts in aft a couple of inches from
Van's pitot tube placement.
