Gents--
I've just been reading 8130.2F, Change 3, dated April 18, 2007, looking for the changes that have been mentioned here recently, I.e., elimination of the Proficiency Area Limitation. No can find. Is there a Change 4 or a later version of 8130? Where can I find it? For those of you who have gotten the Proficiency Area Limitation expunged from your Airworthiness Certificate: what protocol did you follow to get it removed? Is a Program Letter/amendments still required? Have other changes been made besides elimination of the Proficiency Area Limitation?

The elimination of the proficiency area was by memo dated 9-11-07 from the FAA. See the EAA War Bird site for a complete description of the process.

Jerry, we have new ops limitation letters in hand for out two Yaks. My
FSDO inspector requested an email referring to the memo which
eliminated the nautical mile limit. He issued new airworthiness
certificate and new operating limitations in about a week. When asked
about the annual program letter requirement, he advised it is still a
requirement but will be eliminated with the revision to 8130.2f being
revised now but not yet released. Ade Hale --Tulsa

This is an excerpt directly from 8130.2F Change 3. It appears on page 169. c(3) is the paragraph you're looking for.
Dennis
c. Group III, Piston-Powered: Warbirds, Vintage, Replica, and Unique Aircraft.
(1) Description of Aircraft. This group includes former military aircraft that were designed
for military operations. Vintage aircraft are those aircraft that were designed before 1945. Replica
aircraft are those aircraft that have the same external configuration as an aircraft that was designed
before 1945. Unique aircraft are those aircraft that are one-of-a-kind.
(2) Type of Aircraft. This group includes U.S. piston-powered Warbirds (regardless of size)
and non-U.S. piston-powered aircraft under 12,500 pounds that meet the above description and do not
have a design capability of carrying cargo or more than four occupants. Aircraft that operate under this
group include the North American T-28, Lockheed P-38, North American P-51, Messerschmitt ME-109,
Boeing B-17, North American B-25, DeHavilland DHC-1 Chipmunk or Tiger Moth DH-82A,
Focke-Wulfe Piaggo (FWP)-149, Nord Stampe SV4C, and Bucker Jungman BU-131.
(3) Proficiency Area. All proficiency flights for an aircraft under 800 horsepower will be
conducted in airspace within an operational radius of 300 nautical miles from its designated home base
airport. Aircraft 800 horsepower and above will be limited to an operational radius of 600 nautical miles
from their designated home base airport.
