This is the message That I got from ULPower when I asked them about
overvoltage protection.

"The Regulator has an internal over-voltage shunt built in."

??? Hmmmm . . . This would be a first for
PM rectifier/regulator products that I'm
aware of. Can you tell me the manufacturer
and part number for this device?

Maybe they are referring to the regulator circuit itself but we need to
protect against the failure of this component.

An over-voltage protector comes in two basic flavors.

1) A load dump over-voltage is 60V for 500 mS (or so). This is not hard to protect against.
2) A hard failure of the regulator or alternator, in the worst case puts out 60V (or more!) forever. OUCH.

Both problems need amelioration.
