There was an NBAA article on this a couple of years ago. From what I recall, this is a common thing to happen to jet owners, however, the initial bill is for the entire use tax. The actual tax owed is a percentage of that tax equal to the fraction of time the plane actually spends in the state in question. For example, if the guy spends a month a year in Maine, then the tax bill would be 1/12 of the $26,000 bill. Then, that amount is reduced by 1/12 of the sales or use tax he paid in his home state, so he may end up owing nothing.
It's not surprising that governments would actively seek things they haven't taxed and go all-out to tax them (even at the detriment of the state).
