I am looking at the Airspeed Limitations in SKYSTAR AIRCRAFT CORPORATIONS owners manual and pilots operating handbook, and it says: the Speedsters VNE is 140mph, VFE is 70mph and VNO is 108mph.

I'm pretty sure that it did...140mph as I recall. I don't have my
1994 Model IV POH here at home, but that's what I recall. And I think
it was allowable because of the thicker windshield, but don't quote
me. I recall reading about the thinner Lexan windshield flexing, I
think?
