How tight should the skins be on the rudder? Like a drum head? Should you be able to push them in and out slightly? Oil can? What is acceptable?

It's going to change with the temperature. The best you can do is warm up everything and assemble and rivet. When it cools it will be as tight as it is going to be. Some folks place everything in the sun to warm it up, me, living in the great gray north, use a furnace to heat up the entire garage.
