The Chinese engine manual shows the timing tool; it is a strip of thin metal marked in degrees (looks like a metal ruler) ,
you slide it in between the upper cowl and the vane ring,
Then fasten a pointer to the propeller and with # 4 at TDC, position the metal strip so that the "0" mark matches the pointer, then move the prop to the required advance using the mag markings described by Dennis.
