Hi Steve,
I have not yet mounted my wings, but I have thought of the problem of getting the flaps at the same level. The answer I found is to wait to drill the torque tubes and control arm weldment until the flaps and wings are mounted. Then when you drill the parts to fix the relative setting for each flap you can tape or otherwise hold the flaps in place so they come out the same.
