Gary, What ratio gear box do you have?
I run 3 to 1 now and have tried 2.62 and it gave worse performance. I was actually
thinking of trying a 3.47 or 4 to 1 this summer.
I have over 450 hours on my 582 right now since June 06 and never been apart yet.
Dave
I am currently running a 3-1 C box, with a 68 ' 3 blade GSC . When I do need to redo the engine, which currently has 200 lb compression and 2 70 + hrs, I want to put a blue head with a 3.47-1 E box and a 3 blade 70 inch Medium Ivo on that I acquired a while ago.
I expect top speed to be a little slower----but believe I will have better torque for takeoff and climb.
I have never heard a explanation for bulletin # 17, but believe the increased amount of torque may lead to failure of the case bolts to the side engine mount. However nothing is said about if you mount the engine with the old flat plate under the base of the engine. I believe the bulletin was put in place by the Rotax engineers.

Gary,
Just look at my videos on youtube http://www.youtube.com/profile_videos?user=kitfoxflyer
I was thinking of trying another set of gears but have not yet. slower turning prop should give you better climbout but you can only get so much out of a certain HP. I have played with props, gearing and tuned pipes and at all adds up .
My videos speak for themselves and the GSC 68 " does work well on 582s and many others. I have my Seaplane prop on right now (68" wide tip WARP) and it works equally well.
