How about we stop doing business with anyone over there? What will that do...maybe put pressure on those that are honest to take some sort of action against those that are not...a from of peer pressure.

This may be not a matter of honesty, or of lack thereof. The guy takes 50% upfront, yet his mark-up is too low, so he does not have enough of his own funds to put into business. To catch up, he ends up running a pyramid rather than, say, raise prices. He is lucky for some long time, then the Yak costs soar – and he’s logically out of business. He would be dishonest, though, if he had some funds or goods available and did not do his best to refund his clients.
This is only an educated guess. I have never had business with the individual.
