I have to dispute that one... There have been so many ships that sank at the wharf. There have also been so many ships lost to tsunami while tied to the wharf. Most ships are really in danger when they are grounded not when they are afloat on the high seas. Ships are designed to be at sea and all things being equal they are much safer in deep water.
