This statement is just false.
The EPA specifies by area where mandated E10 is required. Get your
gas from one the areas not in the pollution zone. I know of no ruling
or law that is applicable universally. Even if there is a universal
law the distributor has unleaded with no Alky since the stuff is
always added as the truck is loaded at the bulk plant. Make friends
with the distributor.

Perhaps the map at: http://www.npra.org/issues/fuels/state_bb/us_fuels_map.pdf

is what you were referring to by the comment that E10 was not mandated.
However the map, from 2006, is obsolete since the "Renewable Fuels
Standard" which was part of the Energy Bill signed by President Bush in
2007. The new rules have ethanol contamination of gasoline expanding
year by year to meet certain targets which will shortly grow to
encompass essentially all of the country.

Just this month, the Governor of Texas petitioned the EPA for an
exemption for Texas and he was denied (Google the news for 8/82008)

There may be some small pockets of EtOH-free gas left, but in the main,
areas of the country now that have significant population, have E10, and
not just as a winter oxygenate.

The Kitfox list has an ongoing thread on where to get E0 fuel. In
rural parts of the country is very common. Also in the same places
there is no epa inspection for bad stuff out of the exhaust. Some
stations even have signs saying they sell no alcohol fuels and they
do a brisk business. I think E10+ is a big city and corn belt thing.
Maybe its going to change but so far what I said applies to CA. AZ,
CO, NV, WY, and so on.
