The NW RV-10 Builders completed a remarkable dinner on Saturday night at the home of Randy & Cheryl DeBauw (First flying RV-10, N610RV). We were fortunate enough to have both Dick and Diane Van Grunsven (N410DV) in attendance. Dick shared with all of us his personal perspective and experience as Co-Chair on the ARC Committee. The deadline for written comments is now just three weeks away - September 30th. The FAA would truly like to hear from you. Painfully, very few builders have written comments on this important policy changes.
One of our members who could not attend asked that I forward to all of you, the information from the EAA perspective (the body the FAA chose to run with on this) and the contact on how to make your comments known. It is not important your politics, or politically correct affiliation. It was too easy to forget that not every member of this list is an EAA member and may or may not have already heard about the process. Several foreign countries are watching the direction the U.S. FAA takes on kit built aircraft policy.
Please find attached, two PDFs on the EAA recommended position (for reference only 12 pages) and both the email or the US Postal address (two pages) for your needed written comments.

These are part of the comments that I sent to the FAA on the new proposals - what do you think?

I like the education and recreation language of the current regulation. It seems that the words "significant personal involvement in the assembly and fabrication of the aircraft for education and recreation ", makes a lot of sense. A time log and or progress log (written or electronic) might have to become mandatory. Special accommodation may have to be made in the case of an Experimental aircraft that was started and then sold to another home builder.

If I order an experimental aircraft from a professional builder - I should have ordered a Cessna or a Piper. If I show up at the professional builder's location for a few cameo assembly pictures, then try to pull the wool over the DAR's face, I should not expect an Experimental Certificate. Perhaps, for a fee, the FAA can certify professionally fabricated kit planes, but they would be something other than Experimental.

Significant personal involvement should not be too difficult to ascertain with a simple checklist and careful questioning of the builder on the structure, and systems of the craft. An experimental owner builder MUST have an intimate familiarity with all of the structure, and systems of the craft. This gets back to the phrase education and recreation.

An appeal process could also be implemented for those turned down for an Experimental Certificate.
