Helped a friend do his steps last night and I'm doing mine today. In both cases, the pre drilled hole in the WD-1007 steps are not in the correct position. In my case the new hole I will have to drill will actually join with the pre drilled hole creating a "figure eight."
I'd be better off if Van had not put any hole in the steps at all. Because of these two experiences, I'm guessing others have run into this as well. Sizing up to an AN4 worked for my friend but is a poor option for me. A search of the forums didn't yield any results and no one has commented on it in their personal web sites.
Perhaps these steps are generic for all of Van's tricycle gear airplanes and the hole was for the RV-6A?

Thanks for the reference in question of 30-3 makes for easier reviewing.
I 'm not sure I understand the pre-drilled piece.. mine had no hole in the
step, I needed to match drill it (step 3) .

The two sets of WD-1007 steps that we have are pre drilled for an AN3 bolt. I'm obviously going to have to move on, so I'll probably take mine to a welding shop and get them closed up.

Hey John,
I'm sure you've checked this, but you do know there's a left and right? Ours were pre-drilled also and probably the same amount off according to the plans, but we decided they were close enough, Van's did it, and we went with the pre-drilled holes.

OK folks, I called Van's Tech Support on this one and they were surprised there was a pre drilled hole in the WD-1007-L & -R. When I told them that it moves the step from 45 1/4 inches to 46 inches, they said drop a bolt in it and move on. Turns out the 45 1/4 is a minimum to ensure flap clearance, nothing sinister like aerodynamics or something.

This week I have discovered that Van's is making constant adjustments to the
RV-10 kits. I have parts that someone else has, (steps w/o a hole) I have a
a different fuel selector configuration that the previous revision called
for and I've noticed other differences.
This makes me think that VAN's is listening to the calls and e-mails we
place and making adjustments based on feedback in certain situations. I
called and asked for other prop options this last year, now appears they are
now considering the ASC II.
I think it's critical that those who are not calling or e-mailing Van's Tech
support questions or concerns (seal too big for doors) start doing so, I
think if they receive enough feedback on one section they will make
corrections.

Just to pipe in, my steps also had the pre-drilled hole, also were off by the same amount, I also called and talked to tech support, who also acted surprised and gave me the same response. At least they're consistent.
