I got to looking at the 25-NM circle that was allowed me, based on
where my plane is located, and now realize that it puts me under part
of the Mode C veil of Detroit Metro Airport. This would have deprived
me of 19% of the geographical area in which I could test fly. Not only
that, but it meant that the airport at which I am getting flight
lessons would have been 10 miles out of the circle. I called the FAA,
and they said that I could change the "base of operations" to a
different location, which would get rid of a lot of the Mode C veil,
and allow me to move further to the west, enabling me and my test pilot
to get more time together, as well as have one more fuel stop, should
the need occur. All I had to do was outline the request, citing the
need for safety, less congestion, and greater access for all concerned
(me and the test pilot), and send it in. So far, I'm pretty impressed
with those that I've dealt with at the local FAA.
