Hey guys, hoping someone can help me out with a question. I am an
A&P/avionics tech, but I graduated (Embry Riddle) about 15 years ago and
have been working on ship electronics since. I have a lot of experience
with experimentals, but I rarely do anything on certified planes.
I am buying a PA-16 soon and I have some vacuum instruments and some radios
to upgrade it to IFR (more to finish my rating and keep current than to fly
in the soup). Can someone give me some guidance on what I can sign off,
what I need an IA to sign off, and what, if anything, I need an avionics
repair station to sign off.

Review what Part 43 Appendix A describes as a Major Repair/Alteration.
You want to look at AC43-13-2A, and the advisory circular regarding IFR GPS installation, which gives more of an idea what they consider major vs minor in the avionics arena. You also need to examine the type certificate of the plane involved as to what was standard and optional equipment at the time it was produced.
Also, keep in mind the requirement that an A&P be familiar with the work to be done, before they are authorized to perform and sign off work.
