my prop on a 601 XL will only turn 2450 to 2500 Static depending on temperature and density altitude.
it will turn 3350 which is about 50 over redline in straight and level cruise at 1,000' MSL i would think you would want to just touch redline or a tad over at full throttle and level.
if you turn 2800 static on a fast aircraft you will surely go by the redline at a fast cruise. you buy a prop for the speed of the aircraft so it can cruise in the power band ( normally 75% ) of the engines rated power.
