Before I lost any sleep about having sharp edges in a rivet hole I would take a look in any hole you countersink. There are sharp edges in all of them. If you are really concerned about the structural aspect more so than aesthetics then just c'sink one side and leave the shop heads on the other. After you paint it they will virtually disappear.
