Gentlemen:
According to one dictionary of Aeronautical terms:
beta (electronic measurement) ~ N/A for this discussion
beta control range (turboprop engine operation):
The range of operation of a turboprop powerplant normally used for in-flight approach and ground handling of the engine and aircraft. Typically the beta mode includes operations from 65% to 95% of the engines rated RPM.
That's one official description, though not an FAA one.
