This isn't an exact answer to your question about LED wingtip position  lights, but it might be helpful.  

  

 I'm using these LED wingtip position lights on my airplane:

 In addition to the red/green forward position light and the white aft  position light, that both use LEDs, they also use a conventional strobe  light.  

  

 I talked with GS-Air the other day and they are close to finalizing a new  wingtip position light that also uses LEDs for the "strobe" light.
