The UK situation is simple (amazingly - we seem to complicate everything
else ...). Airworthiness Directives say (effectively) unless you carry out
these actions your airworthiness certificate is invalid. UK homebuilts don't
have an airworthiness certificate (they have a Permit to Fly), so all ADs
are not applicable. A 'Mandatory Permit Directive' must be issued (by the
CAA) to extend the applicability of an AD to aircraft operating on a permit
to fly.
