For those of us who are outside the USA, in the rest of the world and not in the EAA, is there anything relevant in it for us Others?

The UK situation is simple (amazingly - we seem to complicate everything
else ...). Airworthiness Directives say (effectively) unless you carry out
these actions your airworthiness certificate is invalid. UK homebuilts don't
have an airworthiness certificate (they have a Permit to Fly), so all ADs
are not applicable. A 'Mandatory Permit Directive' must be issued (by the
CAA) to extend the applicability of an AD to aircraft operating on a permit
to fly.
