So, do we need that statement to fly domestically in the USA or not?

Trust me, for $2 they're losing way more money than they
could ever think of making. If yours is old enough to
use your SSN, you may consider doing it just to wipe the
SSN off your records. I do find it kind of strange that
someone would be put off by a $2 fee. You can't even
drive to the airport for $2.00 in many cases. I consider
it pretty generous of them to provide me with a new certificate
for $2 so that I can fit under someone else's (non FAA)
international rules. For those who wait until after the
day that we get the dreaded "user fees" imposed on us, the
same replacement card could end up costing more like $25-35.
