3 degree reflex

Can anyone tell me where to find the information in the plans on how to set the 3 degree reflex or is it already set when you have the flaps retracted all the way. I can see no way to move them higher because of the bracket that holds the skin between the wing and the cabin. It also has a stopping point because of the overlapping wing skins. Question Question

All the way up is the 3 deg. reflex.
