Can you all look at he enclosed photograph and see if you can help me figure out how to get it working. My test pilot (an ex-fighter pilot) has indicated that it is not working at all. He says the radio just blinks and flashes like it is working (turned on) and pushing all the buttons doesn't seem to do anything to get it working. He has had to use a hand-held radio and refuses to fly again until the radio is fixed.
As far as I know, the radio in my plane has never worked. I have never flown the plane myself, but I do not think it has ever been functional. Is this a simple fix?

No disrespect Charles, but a few questions...
1. How can anyone tell you if there is a problem with your radio from that
picture?
2. Since your plane is parked at Hagerstown? Why not ask their avionics guy
to look at it?
Part of building an experimental is making sure all the parts of your
airplane are working properly before you leave the ground. A simple radio
check before it leaves the ground uncovers your potential problem. Why
hasn't your test pilot (an ex-fighter pilot), suggested a path forward for
you?

There have been problems with X-COM radios due to manufacturing issues. These are being resolved, according to the website. They are now being manufactured by NARCO, a well-known PA based company. Any radio shop should be able to remove it and send to NARCO for repair. If memory serves, your installation was done with a factory supplied harness, so the fault has to be with the unit itself.
You might also email the factory and mention the symptoms.
