You can control the "frames" that you add, but the other ones were put there
before you got involved. Follow the same steps you used to find your
character encoding (several emails in the past two days). On the same
dialogue where you change character encoding, you should find an option to

"Indent message on reply"

or words to that effect. For plain text, that refers to the carets you see
in the three lines above. For "rich text" or HTML, the indent is some
graphic device like those "frames" - or, usually, a long line to the left of
the quoted text.

You can get rid of the previous marks if you want to tweak the HTML in your
outgoing message. Edit the source code and remove the <BLOCKQUOTE> tags. If
that sentence didn't make sense to you, it's better to grin and bear it. I'm
not trying to be smug, just saying it's a real pain in the butt.
