I am refabricing our 18T and found a strange thing  on the ailerons, looks like a 2.5 inch leathet pad cemented over the leading  edge skins at a gap midway between the hangewr bearings., both left and  right.ailerons.

  

 Anyone seen this before or know the  purpose?
