Hi Guys,
I'm sure this has been mentioned before but...
I have installed my elevator cables and there seems to be a difference in
tension between normal and fully up elevator. If this is normal, when do I
check the tension, normal or fully up?

If by normal you mean fully down as opposed to neutral then a difference should be expected. It depends also on which cable you are testing. When the cable is at the stop and you are still putting force on the stick you are going to see some slack in one of the cables because other things are taking some of the weight.
Though I have not done the official measurement and safety wired my cables I got my shiny new tensionometer from ACS last week and had to play with it this weekend.
While we are on the subject the ACS tensionometer is very easy to read, very easy to get into tight spots and is just overall pretty damn cool.
