All-
Your question on the use of VGs to reduce stall speed made the "Question of the Week" on the EAA E-Flier. Check it out.
Also, according to the guy who gave the forum on paperwork at Oshkosh this year, the "51%" has to be built by unpaid amateurs. The number of people isn't an issue, but there has to be a record of ALL the builders of an airframe submitted. If you only built a relatively small percentage of the total project, you can still qualify for an owner inspection certificate dependent on passing a personalized knowledge exam.
Don't take my word for it- contact EAA Technical for the last word. In most cases, they wrote the book!
