and also, do you have to slosh a sealler inside these floats to seal them
up ?

The plans calls for 3M adhesive/sealant ,5200 I think, West Marine carries it online as well as their generic brand which works as well I think and is half the price of the 3M stuff. No sloshing necessary . LOW&SLOW John Bolding
