Bob,
You're going to have to warm the materials to above 65-degrees F and
then apply. 3M Formula 77 is a good spray adhesive that holds well once
cured.
It won't cure well below 65 degrees F, but will hold tenaciously to -40
degrees F after the cure. Take the materials indoors to a good ambient
temp and allow
the materials to thaw. Clean the surfaces of old adhesive and/or paint
and then start over, spray, let set a couple of minutes, press contact
surfaces together
and allow it all to cure for a day.

I'll second using 3M #77.

I have added some sound deadening material to the inspection/controls bay. I have snagged it a few times while working back there and the glue has held VERY firmly.

I've been using 3M weatherstripping adhesive in a tube on a variety of
projects. Seems similar to the 77 spray except in a tube. I haven't
tried it in a cold environment.
