rick et al, i got denied on line with an error code 218 & was referred by baton rouge fsdo to okla city where andrew in the examiners' office said essentially what u reported: no loss of certificates, hours etc; just can no longer exercise ones certificated privileges after 31 mar 2010 without the new plastic certificate in hand. in my case, the 218 code had to do with date of issue (late 50s) when faa was using a "black code bkgrd?" vs a "blue code" later. so i was instructed to use reg mail request, written, signed, with name, date & place of birth, cert # & date, & $2 re-issue fee-- sent to: faa airmen's cert branch, AFS-760, p.o. box 25082, okla city, ok, 73125. 4-6 wks turn around. hope this helps. john bowman, bldg avid+, prairieville, la. p.s. what is RTC? tnx.

This information is from the AOPA:

Plastic certificates
On February 28 2008, the FAA released its final rule requiring pilots and airmen to switch from their paper pilot certificates to the new counterfeit resistant plastic certificate. Pilots have until March 31, 2010, and all other airmen have until March 31, 2013, to convert their certificates in order to continue to exercise their privileges. After the 2010 and 2013 deadlines, pilots and airman who have not converted will have to request and receive a new plastic certificates before exercising their privileges.

There is no mention of retesting or flight checks, you won't be able to exercise the privileges of the certificates if they are not of the plastic variety.  Only plastic certificates will be legal and you must have them in your possession.

I'm still waiting for more information direct from the FAA, but this is pretty clear.
