I have started to fit my elevator and horizontal stab fiberglass tips and I've noticed that the elevator front is not 90 degrees to the horizontal stab skin. Does it look better to cut the front tip to match the swept back elevator tip or to fill the elevator tip so that it is 90 degrees to the horizontal stab?

Cut the HS tip to fit the elevator tip, as depicted on page 12-3. Looks good...

Its a compound angle....the aluminum is 90 to the stab and the fiberglass is angled back from that...check the plans

I built mine up with a foam core and then made it into a sandwich, carbon cloth on the outside and fiberglass on the inside.
I did not understand why the Van's manual called for removing the foam(makes no sense). Note in the picture the concave nature of the aft portion of the HS fiberglass tip which will face the leading edge of the elevator fiberglass tip(it has a convex shape). This concave shape is necessary when one watches the elevator fiberglass part raises and lowers as the top and bottom edges traveling in their arc penetrate inside of where a flat face would be.
I finished everything by building up both parts till the gap was as called for in the manual.

John,
The foam core may come out with the carbon fiber and jam your elevator at an inconvenient time. There is not enough surface area to grip on the edge of the fairing. That is why you remove the foam and install 2 layers of glass on the inside after foam is removed and surface roughened with 80 grit. These two inner glass lay ups will not let the outside piece fall out.
