Tom,
I wouldn't be a conservative as the others. The plans call out the option
for welding, so it is an acceptable method of joining he pieces. I would
expect that if you told a competent welder what the materials are he/she
would pick an appropriate filler material and weld prep procedure. The bead
doesn't have to be flush, so he/she may not even bevel the egdes. As for
the existing holes, I definitly wouldn't worry about the hole in the end
fitting. It's designed to have holes in it. And I wouldn't worry about two
1/8" holes in the tubing, except one of the goals is to seal the tube up as
best as possible. So, I would rotate the fitting 90degrees and have the
welder fill in the tubing holes. The one drawback to welding is it burns
the primer off the inside. Trade-offs.
And yes, a quick call or email to Van's to confirm won't hurt.
