Is there a 601 XL manual online anywhere?

I'm curious whether the Maximum Zero Fuel Weight is listed in it.

The FAA and Zenith had different interpretations of the practical
meaning of the term (according to the recent FAA report), but in any
case if a value is used in strength calculations, then the chosen
value should be in the manual -- just as it would be for a large
aircraft where there is a MZFW limitation.

On re-reading the FAA report, I think my second question has been
answered. It suggests no MZFW was listed.

It's pretty sloppy engineering to calculate wing strength based on a
MZFW using zero fuel and then not tell customers about it.

In other words, the calculations for full load (1320 lbs) assumed
that the wing tanks were full, providing a reduction in wing bending
moment and easing the structural requirements. The plane wasn't
designed for loading up heavily and then putting in only quarter
tanks to avoid going over gross.

A MZFW using zero fuel, as the company did, suggests that the 601 XL
(pre-modification) should not have been loaded beyond 1176 lbs,
excluding fuel. ( 1320 - (24 US gal * 6 lbs/gal) = 1176 )

In some areas the FAA was a little tough on Zenith, saying things
that may well apply to a bunch of other manufacturers too, but Zenith
was the one in their sights. Still, other criticisms are pretty valid.

This is correct. The AMD POH lists no MZFW. I'm not sure what I think about
that, but it appears that the actual MZFW should be 1250 pounds, and that's
not that restrictive: it suggests a minimum fuel load of just under 12
gallons at max gross, and that's getting to be pretty marginal anyway.

The LAA modifications for the UK fleet set a compulsory maximum fuselage weight of 494kg, 1087lbs following their re-analysis of the airframe.

It still leaves a reasonably payload but does indicate the apparent short comings their saw in the design do exist.
