rotary oil cap vent

Hi, Just checked my rotary valve oil bowl cap(582). It has a small hole in the cap, however, it seems that there is a sealed paper/ rubber gasket inside the cap.
This gasket does not have a hole in it. How is this working?

Jack,
Hopefully the gasket does have a hole in it, you just can't
see it. The hole is a slit in the rubber, about .1" long, nothing
more. If it has no hole in it you probably already noticed the
results, which will either be rotary valve oil spewed out somewhere,
a grossly enlarged rotary valve oil tank, or oil in your coolant.
Yes, the cap should be, very slightly, vented.
