Since my son got his private we are trying get him relatively inexpensive flying time. My Long-EZ has been sitting for 3 years and we are in the process of reviving it. We are thinking about getting rid of the gyros and vacuum system and replacing it with an EFIS, engine monitor and new electrical system for a total cost of $5-7000. Would this expenditure be recouped when the plane is finally sold? Anyone with any experience with this situation?

Any thoughts on what needs to be done to the engine? It wasn't pickled before storage. We have looked at the cylinders with a camera and they appear to be rust free.

Why the EFIS, if you already have enough gyros for night flight? It appears your son is not instrument rated so you really don't need too much in that regard. You probably will not recoup this investment, as avionics technology is changing so fast that whatever you put in will be "last year's device" when you sell it.

I'm always in favor of engine monitors.

If it were my engine I'd try to get a look at the cam and the followers, for signs of rust/corrosion. If the engine is a TCM you can pull the push rods and lifters without pulling the cylinders, to get a look. Not sure how you can inspect a Lycoming's cam without pulling a cylinder.
