I am currently planning my IFR panel for my RV10. Does anyone know what the future requirements for ADSB transceivers will be and does it negate the need for a mode C transponder. If that's the case what is the timeframe for not needing a mode C and needing the UAT for the ADSB?

Yes, you need it.. No plans to get rid of transponders any time soon.. even when you get your ADS-B equipment, the transponder will be required as a backup... Of course, eventually that will change, but I don't see it being done any time soon (like no sooner than 15-20 years).
