In my opinion (which is only worth what you've paid for it)  the FSDO should not be rewriting the OL's since you, the applicant, did not  request them.   I would stick by my guns and politely tell him you are  the applicant and in accordance with paragraph d and e, you did not request a  change and the aircraft has a valid Special Airworthiness Certificate and OL's  issued in accordance with all regulations prior to July 1993.

  

 Lastly, ask him why did he or is he attempting to reissue the  OL's since you have not been presented with any FAA regulation, Order or  document which basically rescinds your existing PRE MORATORIUM  Airworthiness Certificate and Operating Limitations and for him to show you  something in writing which authorizes (bad choice of a word probably) him to  reissue them.  And just because he may say, "because we are the FAA and we  can change them if we want to" will not suffice.

  

 Also, get the EAA involved immediately by telephoning the  Gov't Affairs group.

Also would add, the PURPOSE (like Exhibition or Air Racing)  hasn't changed either.
