Kyle, I'm not sure if I'm the Doug you are referring to or not but I had a similar issue with my engine when I first started running it on my plane and the issue was the chokes were not closed completely. At higher RPM, say 3400 RPM and higher, the enrichener/choke circuit acts like an airbleed into the intake system which causes a lean stumble (thus why carb heat helps). As for the rich indications on the plugs, I have no idea but first step is make sure your enricher circuit is absolutely closed after the engine starts.

Your descriptions read as if I had written them myself, therefore I was very eager
to read to the bottom and see your eventual solution, but I found... NOTHING!
