Fuel tank dimple dies

I'm ready to dimple the fuel tanks. I have the tank dimple dies. My question is do I dimple both the holes in the skins and interior parts with the tank dies or just the interior parts with the tank dies? Doesn't seem like the skins would need the "oversized" dimple but they may have to be the same as the interior parts.

Dimple both with the tank dies. You end up with just a little more proseal under the rivet head.
