Update on my attempt to quiet the buzz in my fluorescent fixtures.
I used E-6000 to glue the inductor to the inside of the component box.
The E-6000 seemed too stiff, and continued to transmit the vibration to
the fixture.
I wrapped the inductor with some self adhering rubber electrical tape,
similar to the current self fusing silicone tape, except probably 70's
vintage.
That had brought the buzz down to an acceptable level, as long as I keep
the music turned up. I will think twice before I buy really cheap
fixtures again.

Those inductor can run hot. Do yours? Insulating them may create thermal
problems.

Thanks for the tip. I ran them on the bench for a couple of days and
couldn't detect any significant heat issues. Time will tell if there is
a longevity issue, although I've had several fail already due to
components on the board. They're just low quality, and the sooner they
die, the sooner I can replace them with something better.
