I am trying to get an L-29 certified prior to the change. I was blindsided by this and have heard nothing about it until this week. The provisions
regarding time limited, ejection seats and the NO flight over populated areas is just plain bad. Unless you fly in the desert or over the ocean, that wont be easy to keep from technically breaking. These are not practical rules and leaves a door open for the FAA to pull your ticket at almost any time. Granted the Operating Limitations staying with the aircraft when you relocate or sell is a good change. But that appears to be a small trade off for some other very controlling clauses. Where have our EAA, Classic Jet and Red Star guys been? Maybe they did everything possible. But this is a big step in the wrong direction. The populated area clause is below-word for word from the order Remember the old language said that we would try to avoid populated areas as practical . This states MAY NOT
. During Phase II operations, this aircraft may not be operated over densely populated or congested areas. The pilot in command must operate at altitudes and over routes that ensure compliance with 14 CFR § 91.119(a) at all times and avoid densely populated and congested areas.
