One thing is 'age' of the tape. If you puchase tape at a firm which sells a LOT of painting supplies then the tape you get is likely fresh and will work as advertised.
Outlets where tape has been on the shelf for months should be avoided.
Any local automotive paint shop could advise you; probably offer other tips as well.
Some years ago I had a roll of 'worlds largest retailer' tape that was only six months old....
It would not unroll one complete round without tearing, and the 'sticky' was mush!
Buy GOOD tape!
Body shop near my office was happy to offer advice when I told of the problem.
