15 hours does seem to be a little excessive, unless this is a tailwheel and you have no tailwheel time.

I hope you checked around with all the insurance companies. I was able to find one that allowed me to fly after five hours of dual. (Though that was quite a while ago.) I paid more, but then changed companies the following year.
