Thanks for your inquiry. The standard for windsocks is found in FAA Advisory Circular 150/5345-27D. This says the windsocks have to indicate the proper direction at wind speeds as low as 3 knots and the windsock is supposed to stand straight out at speeds between 14 and 17 knots.
When we changed vendors we made some observations of the competing windsocks. I don’t think you can really judge the wind speed by looking at the windsock, but you can get a pretty good idea of the direction.
