I wanted to start a different thread as I realized this was hijacking the flying with a level thread that is so interesting in itself. Sorry !!!
Any way I got the tail cone off this evening and looked for looseness, none found ?? I worked the two sides against one another and simply cannot find any movement. It seems to me that it has always been this way or has twisted over time. The plane has about 1990 hours on the airframe and no known previous damage history. I will post a picture below that demonstrates the right side up as the left is leveled with the HS. Any additional thoughts from anyone on this. I measured the differential with a digital level on each elevator inboard and outboard with with a slight up preload on each and the right is .8 degrees off from the left.

Are the trailing edges of the elevators lined up with each other?

No they are off by the .8 degrees I mentioned as checked with a digital level.

there will be enough drag in the torque tube/collar that it will be nearly impossible to tell. Grab the tip that is too high and force it down until the elevator turns in its mount and centers on the horizontal. It will turn. The tips should be the same, side-to-side.

Gary,
I have put a lot of pressure on it and when it started creeking and sounding scary I quit, but I would be willing to guess that 1/3 to 1/4 of the offset appeared to be gone after doing this but wow wee it is tight in the coupling if that is where it actually moved and I still think it just took a temporory flex set while I was putting pressure on it. What is the diffinative way to tell if it has always been this way or worn. I want to know !! for now and fix if worn or wait until annual if not. Should I pull the bolts and inspect the holes or is this the right path.

Yes, I know it's scary. In fact, there is a chance you'll watch the skin on the elevator wrinkle, but it isn't permanent.
If it moves at all, then at some point, the hole has crowded out. Mark both collars/torque tubes with a pencil so you know which one moved. Like I said, odds are, it's the right one.
Alternately, you could loosen/remove both nuts and with just the bolt holding it in place, see which one is moving. Unless you feel comfortable forcing the elevator against the stop, this might be your best best.
When I noticed the right side of mine was sloppy, I just redid both of them.
Get some big spring clamps to hold the elevator tip square with the horizontal. Clamp only on the edge of the outboard most rib on the horizontal. It won't take much to hold it in place. A really long ream works the best. It will be difficult working around the trim screw jack.
When you ream it, go very slowly and let the ream do the centering. If you can get a piloted ream, that will help guide you through the other side easier.
Or, fly it to Auburn and I'll fix it. [grin]

That was some great additional help, thanks, I am back in town the rest of the week and it is raining kittys and puppies here so I'll go out and work on it tomorrow eve. I will use your advice to dig in deeper and come up with the answer, I think I will call Garner tomorrow to get the bolts coming and order the most suitable reamer I can find afterwards and have it modified for piloting duty if unavailable otherwise.
I'll give an update once I get it sorted out.
I can't help but be curious but I would guess that the right elevator is typically deflected down when they are worn as a result of the rotational forces of the air coming off the prop loading it heavier ???

I'd say if both bolts were loose and you couldn't move it that it was

made that way. I've seen quite a few that were not loose but not
aligned either.
