I ran into a similar problem with 6061T6 aluminum several years ago. This was made by Haomin, a Chinese company, and it was splitting when bent, even when bent across the grain.
The radius of the die that I was using was the correct multiple of the material thickness so that 6061T6 should have formed easily, and I had been bending material made in North America successfully for years on this die. Then I was shipped a batch of Haomin material and every piece cracked.
I photographed the failure and sent it to Haomin's Canadian rep, asking for an explanation but they did not respond in any way. Then I published the photos with a story in the Recreational Flyer magazine to warn other builders.
At the time I was attending a series of Transport Canada meetings and at one of them there was a rep from ASTM, who was saying that they had just put their first office into China. This was curious because the companies there had already been printing their material with ASTM numbers.
Chris Heintz was at that meeting and I asked him what would happen when kit manufacturers began buying this stuff based on the low price, and he shook his head. He said that until the Chinese began selling cars on the world market there would be few controls to ensure that any material meets the normal standards.
